The blank lines you cannot see
Text copied out of a PDF, an email or a web page is full of lines that appear empty but contain a space, a tab, or a non-breaking space. Tools that only remove truly empty lines leave those behind, which is why text often still looks gappy after a "clean up". The first option here treats whitespace-only lines as empty, and it is on by default because that is what people almost always mean.
Remove all, or keep one
Deleting every blank line is right for lists, imports and code. It is wrong for prose, where the blank line between paragraphs is doing real work. Switch on keep one blank line and runs of three or four collapse to a single separator, so paragraphs stay apart without the gaping holes. Blank lines at the very top and bottom are dropped either way.
Common reasons text ends up like this
Copying from a two-column PDF, exporting a spreadsheet column where some cells were empty, converting a Word document to plain text, and pasting from tools that use double line breaks for spacing. In each case the content is fine — the layout came along for the ride.
